Why a license matters
A license is your only real protection when money is involved. On a licensed site, a regulator oversees the operator, there are age checks, and there are responsible gaming tools.
On an unlicensed site, none of that is guaranteed. The game math could be anything, withdrawals can be refused, and your ID and e-wallet details are in unknown hands. PAGCOR itself has said it plans an app to steer players to licensed platforms, as illegal sites keep spreading, according to an August 2026 CDC Gaming report.
4 steps to verify
- Get the exact web address. Copy it from your browser bar, not from an ad or a chat message. Clone sites often change one letter or the ending (.com vs .net vs .ph).
- Check it on our PAGCOR license checker. It covers 176 PAGCOR-registered brands and 430 official website addresses. Both the brand and the address should match.
- Look up the brand on Legit Ba? if you keep seeing it in ads or group chats.
- Check the cashier and account pages. A licensed site should take deposits on its own cashier page, ask you to verify that you're 21+, and offer limits and self-exclusion.
PAGCOR also launched its own verification website in June 2025 with a regularly updated list of licensed internet gaming platforms, according to Intergame. If in doubt, check both.
What a PAGCOR license covers
PAGCOR licenses the operator and its platform, not a single game you see in a video. PAGCOR's official list (as of September 17, 2026) groups licensed offerings into Electronic Casino Games, Electronic Bingo Games, Sports Betting, Specialty Games, Numeric Games, Traditional Bingo Games and Online Poker Games.
Fishing games usually sit in an online casino's game lobby next to slots, and online casino-style games are generally associated with the Electronic Casino Games offering. But we found no official PAGCOR document that names fishing games specifically, so we won't claim more than that.
- A provider logo is not a license. Seeing a well-known game studio's logo on a site doesn't mean the site is licensed. Pirated or copied games exist.
- "PAGCOR" in the logo means nothing by itself. Anyone can paste a PAGCOR logo on a page. Check the list, not the badge.
- Licensed in another country is not the same. For players in the Philippines, look for PAGCOR.
Red flags on Facebook, Telegram and agents
The most common fishing game scams don't look like casinos at all. They look like a friendly page or group. Watch for these:
| Red flag | Why it's dangerous |
|---|---|
| "Cash in to my GCash and I'll load your account right away" | This is a personal account, not a licensed site's cashier. There's no way to get it back. |
| "Sure win room" or "VIP pattern" | Every shot is random. There's no sure win. |
| You must pay a "tax" or "unlock fee" before you can withdraw | A classic scam. You won't be allowed to withdraw even if you pay. |
| Earn by recruiting others | Pyramid-style. Your money is used to pay others. |
| A link to a site that isn't on the official list | It could be a clone site that steals your login and e-wallet details. |
In August 2025, GCash and Maya said they would comply with a Bangko Sentral ng Pilipinas order to remove in-app links to online gambling platforms, per Philstar. So if someone sends you a "GCash link," be extra careful. Our GCash casino deposit guide explains how deposits should work on a licensed site.
The danger of APK downloads
Installing a casino APK from a chat link is one of the riskiest things you can do on your phone. APK files from outside Google Play skip the store's checks, and many "fishing game" APKs ask you to allow installs from unknown sources first.
- Malware. Google says Play Protect checks for harmful apps from other sources, "sometimes called malware," and may block unverified apps that use permissions "commonly targeted by scammers to commit financial fraud."
- OTP and SMS access. A fake app that can read your messages can read your e-wallet OTPs.
- No license check possible. An app has no web address to verify, so you can't match it to the official list.
The safe habit: use the verified website in your browser. If the site has an app, only download it from the link on the verified site itself, and don't turn off your phone's security settings just to install it.
If you find something illegal
You can report illegal gambling sites and apps. According to a guide by Respicio & Co., reports can go to PAGCOR, the PNP, and DICT or NTC for blocking of domains and apps. Keep screenshots of the page, the chat, and any GCash reference numbers.

FAQ
How do I know if a fishing game site is licensed?
Check the brand and the exact web address against PAGCOR's official list, using our license checker. Both should match. If it's not on the list, don't deposit.
Is a fishing game sold by an agent on Facebook or Telegram legit?
Probably not. A licensed site takes deposits on its own cashier page, not to an agent's personal GCash.
Is it safe to download a fishing game APK?
It's risky if it comes from a chat link or an ad. It could contain malware that reads your SMS and OTPs. Use the verified website, or the app link from the verified site itself.
Does SugarFun recommend a fishing game site?
No. We don't recommend a specific site on this page. We show you how to check, so you can verify it yourself.
