Provider vs operator: what's the difference
The provider builds the game; the operator runs the casino where you play it. They're different companies with different responsibilities.
| Provider (game studio) | Operator (casino site) | |
|---|---|---|
| What it does | Designs the slot: graphics, features, math, RNG | Runs the website or app, your account and the cashier |
| Handles your money? | No | Yes: deposits, withdrawals, KYC |
| Who you contact for problems | Not the provider | The operator's official support |
| What makes it legit for PH players | Not applicable to you directly | A valid PAGCOR license for that exact site |
One provider's games can appear on hundreds of sites, licensed and unlicensed. That's the key point of this page. If you're new to how slots work, start with our main slots guide.
Why the provider matters
The provider decides the game's math, so it shapes the RTP, the volatility and how the features behave.
- Fairness certification. Established studios commonly have their games and RNG checked by independent labs such as GLI or BMM before release, depending on the market. Some providers say this on their own materials; we note it below only where we found it.
- RTP configuration. Some studios release one game in several RTP versions. Hacksaw Gaming, for example, lists four RTP values for its slot Wanted Dead or a Wild, from 96.38% down to 88.42%. Which version a site runs affects your long-run cost. Our RTP guide shows the math.
- Volatility style. Some studios lean toward high-volatility games with big max wins; others make many lighter, frequent-pay titles. See our volatility guide to match games to your budget.
Providers you'll often see on PH sites
These are names players in the Philippines commonly see in slot and live game lobbies. We only list facts we could confirm from a source we opened; "not yet verified" means we couldn't confirm it.
| Provider | Founded | Type of games | Verified notes |
|---|---|---|---|
| JILI | Not yet verified | Slots | Named "Best Slot Game Provider 2025" at the SiGMA Asia Awards 2025 |
| PG Soft (Pocket Games Soft) | 2015 | Mobile-focused slots, including Fortune Tiger | Company registered in Malta, per BBC News Brasil reporting |
| Pragmatic Play | 2015 | Slots, live casino, bingo | Held a Malta Gaming Authority critical supply licence and had offices in the UK, Malta, Gibraltar and the Philippines (2019 report) |
| FA CHAI | 2019 | Slots, table, arcade and fishing games | Describes its production as GLI-certified (in a sponsored industry feature) |
| Evolution | 2006 | Live casino; group also owns slot brands like NetEnt and Red Tiger | Evolution AB is listed on Nasdaq Stockholm; licensed by the Malta Gaming Authority and the UK Gambling Commission |
Notes on each provider
A few details behind the table, plus what to keep in mind for each.
JILI
JILI won Best Slot Game Provider 2025 at the SiGMA Asia Awards, an industry event. We couldn't confirm its founding year or headquarters from an official or independent source, so we've left those out. But remember: seeing JILI games on a site says nothing about that site's license.
PG Soft
PG Soft, or Pocket Games Soft, was founded in 2015 and is registered in Malta, according to a BBC News Brasil report. Its Fortune Tiger slot became widely known in Brazil. Same rule applies: a PG Soft game in the lobby is not proof that the site is licensed.
Pragmatic Play
Pragmatic Play was founded in 2015 and makes slots, live casino and bingo products. A 2019 CasinoBeats report said it held an MGA critical supply licence and had offices in the UK, Malta, Gibraltar and the Philippines. Sources differ on where its headquarters is, so we don't state one.
FA CHAI
FA CHAI was founded in 2019 and makes slots, table, arcade and fishing games. Its GLI-certification claim comes from an advertising feature on iGaming Business, so treat it as the company's own statement. Into fishing games? Our fishing games guide explains how they work.
Evolution
Evolution was founded in 2006 and is best known for live dealer games. Its parent company, Evolution AB, is listed on Nasdaq Stockholm, and its group includes slot studios such as NetEnt, Red Tiger, Big Time Gaming and Nolimit City. Evolution's own site states licences from the Malta Gaming Authority and the UK Gambling Commission.
The provider doesn't make a site legit
A famous provider logo on a homepage is not a license. Fake and unlicensed sites often show the same popular game logos to look trustworthy.
What actually matters for you is the operator:
- Check the exact domain on our PAGCOR license checker before signing up.
- Deposit only through that site's cashier. Our GCash and Maya slots deposit guide covers the safe way.
- Ignore "official JILI site" or "PG Soft agent" claims in chats. Providers generally supply games to operators, not accounts to players.
If it's not fun anymore
Whatever the provider, slots are entertainment with a budget. If it stops being fun, read our responsible gaming tips or call the helpline.

FAQ
What's the difference between a slot provider and an online casino?
The provider makes the game, such as the graphics, features and math. The online casino or operator runs the site, your account, and deposits and withdrawals.
Is a site legit if it has JILI or PG Soft games?
It's not proof. The same games can appear on licensed and unlicensed sites. What you should check is the PAGCOR license of the site itself.
Is a slot's RTP the same on every site?
Not always. Some providers release several RTP versions of the same game, so check the RTP on the game's info screen on the site you play on.
Where do I complain if there's a problem with a slot game?
To the official support of the site or operator, not the provider. The operator holds your account and your money.
