Online Lotto in the Philippines: What's Official and What's a Scam?

Many sites and Facebook pages sell "PCSO lotto online." Find out what happened to the official E-Lotto, what's verified and what isn't yet, and how to spot a scam.

Quick answer PCSO had an official online channel, E-Lotto, which ran a test from December 15, 2023. It was suspended starting July 13, 2024. As of October 2026, we found no verified news that it has come back, so its current status is not yet verified. Check pcso.gov.ph yourself. Websites, apps and "agents" selling "PCSO lotto" outside official PCSO channels are not official.

What PCSO E-Lotto is

First, this should be clear: lotto in the Philippines is run by PCSO (Philippine Charity Sweepstakes Office), not PAGCOR. So the question "is there an official online lotto?" is a question about PCSO.

E-Lotto is PCSO's web-based betting platform. According to SunStar, its test run started on December 15, 2023. It was accessed through www.pcso.gov.ph by scanning a QR code and registering. According to The Summit Express, the registration page was at elotto.pcso.gov.ph at the time. The reported requirements:

  • Age: 18 years old and over. SunStar said PCSO had strict registration to keep minors out, and accounts could be suspended or permanently blocked for misrepresentation.
  • ID: Upload a valid ID for KYC verification, according to The Summit Express.
  • Mobile number and OTP: A Philippine-registered SIM is required.
  • Payment: GCash only at the start. PCSO said other banks and e-wallets were still being discussed at the time.

According to Philstar, the platform was built by Pacific Online Systems Corp. under an August 2023 agreement. In May 2024, PCSO ended the test run on the advice of the Office of the Government Corporate Counsel and opened bidding for a five-year e-lotto contract. According to InsiderPH, Pacific Online was awarded as the "single calculated and responsive bidder" in June 2024, but there were still post-award requirements before it became final.

Current status: suspended

According to The Summit Express and Bilyonaryo, E-Lotto could no longer be accessed starting July 13, 2024. PCSO's explanation at the time: the platform was being improved for a "new and improved" system. The reported details:

  • Users were told to withdraw their balance from the E-Lotto wallet to GCash by July 31, 2024.
  • Tickets already bought for draws remain valid for one year. Prizes can be claimed with a screenshot of the winning ticket and two government-issued IDs at a PCSO branch office.
  • Betting went back to physical outlets.
Not yet verified: Whether E-Lotto has come back or there's a new official online channel in 2025 or 2026. We found no PCSO announcement or major news report saying it's open again. Before you register anywhere, check pcso.gov.ph itself. Type in the address; don't click links from ads or chats.

One more thing to clear up: the PCSO FAQ has a section called "How to Apply as an Online Lottery Agent." That refers to lotto outlets with a physical location, site inspection and a booth. It's not a website or a Facebook page. If someone says "I'm a PCSO online lottery agent" and takes bets over chat, that's not what PCSO means.

What PCSO says about unofficial sites

In October 2023, PCSO filed a complaint with the Mandaluyong City Prosecutor's Office against four companies running unauthorized online lotteries, according to GMA News. The legal basis cited: Article 177 of the Revised Penal Code (usurpation of authority), RA 1169, PD 1602 as amended by RA 9287, and Executive Order 13 (2017).

PCSO General Manager Mel Robles said at the time: "All the online lottery games using the PCSO logo are illegal right now." This was said before E-Lotto launched. Since E-Lotto was suspended in 2024, we haven't found any new official channel for online betting.

Red flags of a fake lotto site or agent

  • The domain isn't pcso.gov.ph. E-Lotto was under pcso.gov.ph. Watch out for look-alike domains, extra hyphens, or a different ending.
  • Bets sent to a personal GCash or bank account. Especially if the "receipt" is only in a chat.
  • The ticket price is different from what's listed on PCSO's game pages.
  • "Sure-win" numbers, "leaked" results or a "VIP combination." Every draw is random. Nobody can know the result before it comes out.
  • Pay first before the prize is released. "Processing fee," "tax advance," "unlock fee." With PCSO, the 20% tax is deducted from the prize itself.
  • No age or ID check. The former official E-Lotto had an 18+ rule and ID verification.
  • Their own "draw" or results that don't match official PCSO draws.
  • Pressure. "Last slot left," "tonight only," or you're asked to send an ID selfie over chat.

How to bet safely

The simplest verified way: bet at an authorized PCSO lotto outlet. Get a printed ticket, sign the back, and keep it. If you win, follow the official claim rules in our how to claim a lotto prize guide.

Before you bet, know the real odds. For example, in Lotto 6/42: C(42,6) = (42 × 41 × 40 × 39 × 38 × 37) ÷ 720 = 3,776,965,920 ÷ 720 = 5,245,786. That means one ticket has a 1 in 5,245,786 jackpot chance, which matches what's written on PCSO's Lotto 6/42 page. Each draw is independent; there are no "hot" or "cold" numbers. Read the lotto odds guide for other games.

Lotto is entertainment, not an investment. Stick to a fixed budget, and don't chase losses. All PCSO games are in our PCSO lotto guide.

If it's not fun anymore

PAGCOR National Problem Gambling Helpline: (02) 8248-9568
Open 24/7. Lotto is run by PCSO, but this is a national helpline and you can call even if lotto is the problem. If you're betting with money meant for bills or to "win it back," call first. Families can call too.
