Legal ba ang Online Pusoy for Real Money sa Pilipinas?

Pusoy is a poker-style card game, and once real money is on the table, the law treats it like gambling. Here's what we could verify, where it comes from, and what's still unclear.

Quick answer Pusoy for real money counts as gambling under Philippine law, and it's only legal on a platform authorized or licensed by PAGCOR. Free apps with no real-money stakes or cash-out are a different thing. Private Pusoy rooms run by a "host" or "agent" who collects GCash are not licensed, and players there have no protection. Bago maglaro, i-check ang brand at web address sa opisyal na listahan.

The short version

Money on the table plus no license equals illegal gambling. Ganun kasimple ang default rule. A law-firm practice guide on Philippine gaming law (Chambers Gaming Law 2025) puts it this way: "Gambling activities in the Philippines are illegal unless expressly authorised by law."

  • Free Pusoy app, no cash-out: generally not treated as gambling.
  • Real-money Pusoy on a PAGCOR-listed site: the legal route.
  • Real-money Pusoy in a private group or unlisted site: unauthorized, and risky for you as a player.

Ano ang sinasabi ng batas

Two rules matter most for card games with stakes.

  • Presidential Decree No. 1602 (1978) penalizes "illegal or unauthorized" games, and its list of card games includes "poker and its derivatives" and "other card games." Players can face prision correccional in its medium period or a fine of ₱1,000 to ₱6,000, with heavier penalties for repeat offenders.
  • Executive Order No. 13 (2017) defines illegal gambling as taking part in any game scheme "regardless of whether winning thereat is dependent upon chance or skill or both," with money or things of value at stake, when it isn't authorized or licensed by the right government agency.

So "Pusoy is strategy, not luck" doesn't change the answer. Ang mahalaga ay kung may taya at kung may lisensya.

PAGCOR categories at Pusoy

PAGCOR's official list (as of September 17, 2026) groups licensed offerings into Electronic Casino Games, Electronic Bingo Games, Sports Betting, Specialty Games, Numeric Games, Traditional Bingo Games and Online Poker Games.

Since Pusoy uses poker hands, it's tempting to assume it falls under Online Poker Games. We couldn't verify that in any official PAGCOR source, so we won't claim it. Card games can also be offered in other ways, depende sa operator at sa lisensya nila.

Ang tamang check: Don't rely on a game's category. Check that the brand and its exact web address appear on PAGCOR's official list.

Free apps at practice tables

Free apps are the best place to learn, as long as they stay free. Gamitin sila para mag-practice ng pag-ayos ng 13 cards at para iwas-foul.

Watch for these signs that a "free" app has turned into something else:

  • Someone in the app chat offers to buy your chips for GCash.
  • A "reseller" sells chips cheaper than the app's own store, via Messenger.
  • A group pays out real money to the top players of a "free" leaderboard.

Once chips are swapped for money outside the app, the game stops being a free pastime. Ayon sa legal commentary ng Respicio & Co. tungkol sa card games, ang ganitong palitan ng chips at GCash sa chat groups ay nagiging illegal online gambling.

Private Pusoy rooms

Private real-money Pusoy rooms are the riskiest way to play. They usually work like this: a host posts a room code, players send GCash to the host's personal number, and the host pays winners at the end.

  • Collusion is easy. In Pusoy, knowing even a few of another player's cards helps you arrange better. In a private room, walang nagbabantay kung nagsasabihan ng baraha ang magkakampi.
  • The host keeps a cut you can't see. There are no published rules, so the "fee" can change anytime.
  • No one to complain to. If the host disappears with the pot, there's no regulator and no dispute process.
  • Legal exposure. Under PD 1602, players in unauthorized games can be penalized, not just the organizer.
  • Your data. IDs and selfies sent in chat can be reused for other scams.

Payments at e-wallets

In August 2025, GCash and Maya said they would comply with a Bangko Sentral ng Pilipinas order to remove in-app links to online gambling platforms, according to Philstar. So a gambling shortcut inside your e-wallet app isn't the way in anymore.

Paano mag-check

  1. Search the brand and the exact web address in our PAGCOR license checker.
  2. For brands you keep seeing in ads, look at our Legit Ba? brand checks.
  3. Watch for clone sites. Isang letra lang ang iba sa address, peke na.
  4. PAGCOR launched its own verification site in June 2025 and has said an app is planned before the end of 2026, per news reports.

Ano ang hindi pa malinaw

  • Pusoy's PAGCOR category. We couldn't confirm whether online Pusoy is offered under Online Poker Games or another category.
  • Apps that sell chips. Without in-app cash-out, these are generally treated as social games. Where the line sits when outside trading happens is not spelled out in the sources we read.
  • New laws. Congress has been discussing online gambling bills. Rules can change.
