Ang maikling sagot
E-bingo is legal when a PAGCOR-licensed operator runs it, and illegal when nobody licensed does. The game itself isn't the issue. Ang tanong ay kung sino ang nagpapatakbo at kung may authority sila.
A quick note on scope: this page explains the general picture from public sources. It's not legal advice, and rules can change. For a specific legal question, talk to a lawyer or contact PAGCOR directly.
Paano nilalisensyahan ng PAGCOR ang e-bingo
PAGCOR, the Philippine Amusement and Gaming Corporation, is the government-owned corporation that licenses and regulates games of chance in the country, including e-bingo. E-bingo is a long-running, mainstream part of what it regulates.
- Separate categories. PAGCOR's official list of licensed online gaming platforms, the PAGCOR Guarantee site, groups platforms by game offering. As of PAGCOR's September 17, 2026 list, the categories are Electronic Casino Games, Electronic Bingo Games, Sports Betting, Specialty Games, Numeric Games, Traditional Bingo Games and Online Poker Games (source).
- Electronic vs traditional bingo. Because the two are listed separately, a platform licensed for one category isn't automatically listed for the other. Check the category, not just the brand name.
- A big, regulated business. PAGCOR reported that more than half of its 2025 gaming revenues came from electronic and online gaming, including eGames, eBingo and bingo grantees (source).
The PAGCOR Guarantee site was launched in June 2025 so players can confirm a platform is licensed before playing or paying (source). Our PAGCOR license checker is built around the same idea.
Land-based e-bingo vs online e-bingo
Same game on a screen, but two very different settings. Ito ang mga pagkakaiba na mahalaga sa player:
| Land-based e-bingo hall | Online e-bingo | |
|---|---|---|
| Where you play | Terminals inside a physical outlet, often in malls | Website or app on your own phone |
| How you know it's licensed | A physical, regulated venue you can walk into | You have to check the platform on PAGCOR's list |
| Age check | At the door or counter | Through online KYC |
| Payments | Cash or counter at the venue | Cashier page, often GCash or Maya |
| Main risk | Overspending sa isang upuan | Fake sites, agents and 24/7 access |
The biggest practical difference is verification. A hall has a fixed address. Online, a fake site can copy a real brand's logo in an afternoon, kaya mas kailangan ang pag-check.
For how the game itself works in either setting, see the main e-bingo guide and our e-bingo patterns guide.
Bakit delikado ang unlicensed bingo apps at agents
An unlicensed bingo app gives you no protection at all. Kahit mukhang professional ang app, walang regulator na nagbabantay.
- No one checks the draw. You have no way to know if the numbers are random or if the prizes are real.
- No one makes them pay. If a withdrawal "gets stuck," there's no licensing body you can turn to.
- No age or identity checks. That's how minors and stolen accounts end up on these sites.
- Agents and "load" sellers. Many illegal setups run through Facebook pages or chat agents who collect GCash transfers. Our e-bingo GCash at Maya guide explains these red flags.
- Your data. IDs and wallet details sent to an unlicensed operator can be misused.
Puwede bang managot ang player?
Possibly, yes. Presidential Decree No. 1602 sets penalties for any person who "shall directly or indirectly take part in any illegal or unauthorized activities or games," and its list of games explicitly includes bingo (source).
In practice, enforcement tends to focus on operators, maintainers and promoters, according to a Philippine law firm's commentary, but it notes bettors can still face penalties (source). The safe move is simple: play only on licensed platforms, at huwag sumali sa bingo na hindi mo alam kung sino ang may license.
Paano i-check kung licensed
Checking takes a few minutes and should happen before your first deposit.
- Search the brand on PAGCOR's official list and look under Electronic Bingo Games or Traditional Bingo Games.
- Make sure the domain you're on matches the one listed. Watch for extra letters or different endings.
- Run it through our PAGCOR license checker, and see our Legit Ba? brand checks for common names.
- Deposit only through the site's cashier, never through an agent.
Once you're on a licensed site, plan your spending with our e-bingo strategy and budget guide.
Paano mag-report
If you find an illegal bingo site or agent, you can report it to PAGCOR. A Philippine law firm's guide lists PAGCOR email addresses for complaints, including info@pagcor.ph, and suggests sending screenshots that show the full URL, the game, and the payment method used (source). Don't keep playing on the site while you gather evidence.
Kung hindi na masaya
Open 24/7. Free and confidential. If bingo has stopped being fun, or you're hiding how much you play, call. Families can call too. More habits: laro nang tama.
FAQ
